There is an
urgent need of renewal of metropolitan cities in Turkey which heavily consist
of irregular, low quality building stock which have occurred in the last 60
years. However urban regeneration projects are large and expensive construction
projects. Therefore, due to technical and economic barriers, it is not possible
for regeneration authorities to start the projects for the whole city in the
same time. Thus they carry out projects step by step, one after another.
Projects are started from the most problematic and urgent ones to the least
problematic ones. However, regeneration authorities face with problems when
putting regeneration projects in order, i.e. determining which neighborhood
should be regenerated earlier than the other one. In addition to that, they are
having difficulties when explaining their decisions to the public. At this
point, a computer-based Fuzzy Logic decision support system can help them reach
more convenient decisions. Also, with this way, the decisions will have a
scientific basis, therefore it can be easier to announce them to the public and
avoid speculation. In this paper, an example of a decision support system based
on Fuzzy Logic for putting urban regeneration project areas in order was
presented.
Türkiye’de büyük kentlerde son 60 yılda ortaya çıkan
düzensiz, kalitesiz ve ekonomik ömrünü tamamlamış yapı stoğunun yenilenmesine
ihtiyaç vardır. Ancak kentsel dönüşüm projeleri, son derece büyük çaplı ve
pahalı inşaat projeleridir. Yetkili kamu kurumlarının bütün bir şehrin dönüşümüne
aynı anda başlaması teknik ve ekonomik açıdan mümkün değildir. Bu sebeple yürütücü
kurumlar, herhangi bir şehirde, dönüşümüne ihtiyaç duyulan birden fazla mahallenin
bulunması durumunda, tüm mahallelerin dönüşümüne aynı anda başlamaktan ziyade,
projeleri bir sıraya koyarak en sorunlu ve acil olan mahalleden daha az
aciliyete sahip olan mahallelere doğru yürütülmektedirler. Bu noktada
uygulamayı yürüten kurumlar hangi mahallenin bir diğerinden daha önce dönüşüme
tâbi tutulması gerektiği kararını vermekte zorluk yaşamaktadırlar. Verilen
kararları da kamuoyuna açıklarken güçlük çekmektedirler. Bulanık Mantık
yöntemiyle bilgisayarda hazırlanacak bir karar destek sistemi sayesinde
kararların daha tutarlı verilmesi sağlanabilir. Ayrıca böyle bir sistemle
verilen kararlar, belli bir bilimsel alt yapıya sahip olacağından,
spekülasyonların önüne geçilebilecek ve kararlara bir meşruiyet kazdırılması
noktasında yardımcı olabilecektir. Bu çalışmada, kentsel dönüşümde Bulanık
Mantık yöntemi kullanılarak örnek bir karar destek sistemi tanıtılmaktadır.
